About Serene's Work
I am interested in the governance of land tenure and related data, especially with digital technologies changing the nature of land transactions between states and society. I often work with marginalised communities where states are introducing western, neoliberal regimes of property rights that are an uneasy fit with existing land tenure systems.
My research engages with ontological and epistemological implications for the practice of land administration. Theoretically, my research has been framed using an institutional lens but I have also used critical social theories and public management theories. I am also interested in applying justice theories to examine formalisation projects that have stated aims of using digital technology and data (and data infrastructures) to improve tenure security for marginalised communities.
