Chuluun Togtokh

Dr. Chuluun Togtokh is a Senior Visiting Scientist at the Natural Resource Ecology Laboratory at Colorado State University, USA and Institute Professor (Visiting), Research and Development Initiative, Chuo University, Japan. Dr. Chuluun is a Chair of the Future Earth Mongolian Committee since 2018 and served as a Member of the International Council for Science (ICSU) Regional (subnational) Committee for Asia and the Pacific (2012-2018). Dr.Chuluun’s research activities address sustainability, adaptation and green development of social-ecological systems at local, national, Regional (subnational) and global scales. The US National Science Foundation, NASA, the European Commission EuropeAid Cooperation Office, Asia-Pacific Network on Global Environmental Change, UK Climate Development Knowledge Network and Ministry of Environment of Japan funded his research. Dr. Chuluun worked at the Mongolian Academy of Sciences (1977-1991), Colorado State University (1991-2002), and he is working at the National University of Mongolia since 2002.

Dr. Chuluun is one of authors of the “Review of the Sustainable Development Goals: The Science Perspective” by the ICSU and ISSC (2015). He is one of lead and contributing authors of the IPBES global assessment for the chapter 5 on “Land degradation and restoration associated with changes in ecosystem services and functions, and human well-being and good quality of life" and the IPBES Asia-Pacific Regional (subnational) assessment for the chapter 2 on “Nature’s contributions to people and quality of life". Dr. Chuluun proposed the inclusion of carbon dioxide emission per capita in the Human Development Index, publishing his research in Nature (Chuluun 2011).

Dr. Chuluun also contributed for science based policy development in Mongolia. Dr. Chuluun is an initiator and leader of the Green Development Policy, adopted by the Parliament of Mongolia on June 13, 2014. He served as a Science Advisor to the Minister of Environment and Green Development (2013-2014), Director General of the Department for Green Development Planning and Policy of the Ministry of Environment and Green Development (2012-2013), Vice-Director General of the Department for Urban Development of the Ministry of Construction and Urban Development (2004-2006) and Advisor to the President of the Mongolian Academy of Sciences (1991).
